Bobb has signed a five-and-a-half-year contract with the west London club for an undisclosed fee, though reports suggest it was around £27m.
The Norwegian came through the academy at Manchester City after joining in 2019 from Valerenga before making his senior debut in September 2023.
Bobb went on to make 47 appearances for City in all competitions, scoring three goals and adding three assists.
The 22 year-old has played 17 times for City this season, with nine of those coming from the start, but has not featured since he was forced off during the Carabao Cup quarter-final win over Brentford due to a hamstring issue.
"It feels great to be here. I had a great day meeting everyone, and I'm very excited," Bobb said. "I've always known Fulham to be a good club, with good players and a great stadium. I spoke to Sander [Berge], my good friend, and I spoke to the manager [Marco Silva], and he explained what the system's like, and how the lads are, and how the club is.
"He seemed lovely, so it was an easy decision basically."
Bobb's Premier League debut came against Fulham in the 2023-2024 season, in which he helped City win the Premier League and the Club World Cup.
