The No.1 seed needed just 87 minutes to get the job done in Austria as she won 6-4 6-1 against her unseeded counterpart.
Despite breaking in Ruse's first service game, Andreeva lost serve twice early on to find herself behind in the first set.
However, the 18-year-old broke Ruse's serve twice more in the opener, with that enough to put her ahead in the match.
The second set was far more straightforward for Andreeva, who dropped just one game, in which she squandered four break points, before securing her place in Monday's (AEST) showpiece.
She will face home favourite Anastasia Potapova in the final after the Austrian defeated Donna Vekic 6-4 6-2.
