Football’s New Rules: What Changes on July 1st
Is this the end of time-wasting? From shot-clock controls on restarts to the new 'double touch' penalty rule, we break down the changes set to transform the game this summer.
Football as we know it is bracing for a metamorphosis. The upcoming IFAB Assembly, scheduled for February 28th, will signal the dawn of a new era with drastic changes to the Laws of the Game for the 2026-2027 season. The objective is clear: to energize the spectacle and eradicate time-wasting tactics
The War on Time-Wasting
The most significant update will be the implementation of a countdown for throw-ins and corner kicks. If a player exceeds the permitted time, a 'reverse restart' will be triggered (possession will be handed to the opponent). Additionally, the following are expected:
- Lightning Substitutions: Players will have a maximum of 10 seconds to leave the pitch.
- Medical Attention: A proposal is being studied to require injured players to remain off the field for a minimum duration after being treated, in order to discourage feigning injury
A more powerful VAR and the end of the 'Julián controversy'
The video officiating protocol will be expanded to correct blatant errors regarding second yellow cards and mistaken identity, preventing unjust dismissals.
Furthermore, the 'double touch' rule for penalties—born from the controversial action involving Julián Álvarez in last season's Madrid derby—will be made official. Starting in July, if a kicker touches the ball with both feet involuntarily and scores, the penalty will be retaken; if it does not go in or if the touch is deliberate, an indirect free kick will be awarded, or it will be recorded as a miss in a penalty shootout.
Technology and Captaincy
The IFAB will also ratify the use of referee body cams—successfully trialed during the Club World Cup—and the regulation stating that only the captain may approach the official, aiming to reduce mass confrontations. For now, the revolutionary 'Wenger Law' regarding offsides will remain under discussion.
