International Olympic Committee Provisionally Lifts Russia's Suspension
The International Olympic Committee (IOC) has taken a significant step toward Russia's return to international sport by announcing the provisional lifting of the suspension imposed on the Russian Olympic Committee (ROC) since October 2023.
The International Olympic Committee has provisionally lifted the suspension of the Russian Olympic Committee, which had been in place since 2023, and recommended easing restrictions on Russian athletes. However, several sanctions involving national symbols and the hosting of events in Russia remain in effect.
The decision marks a major shift in the organization's stance, although several restrictions related to the country's official representation remain in place.
The measure was approved by the IOC Executive Board following a legal review that concluded the Russian Olympic Committee no longer includes regional sports organizations from occupied Ukrainian territories among its members, one of the primary reasons behind the original suspension.
IOC Opens the Door for Russian Athletes' Return
Along with lifting the provisional suspension of the ROC, the IOC has recommended that international sports federations remove restrictions still affecting many Russian athletes as a result of the war in Ukraine and the country's previous doping program.

However, the Olympic body emphasized that the normalization process will be gradual. No final decision has yet been made regarding the use of Russia's flag, anthem, national colors, or other official symbols at future Olympic competitions.
The IOC also confirmed that it will continue not to organize sporting events in Russia and will maintain its policy of not inviting members of the Russian government to official Olympic events.
Russia Welcomes the Decision
Russian sports officials praised the announcement. Sports Minister Mikhail Degtyarev described the IOC's decision as an important step toward accelerating the full return of Russian athletes to international competition.
According to Degtyarev, more than 20 international sports federations already allow Russian youth athletes to compete under the country's flag and national anthem, while 10 federations currently permit athletes of all categories to participate without restrictions.
Although the suspension has only been lifted provisionally and does not fully restore Russia's status within the Olympic Movement, the decision represents a meaningful policy change by the IOC. International federations will now have greater flexibility in determining how Russian athletes return to competition, while the Olympic body continues evaluating the next steps toward the country's possible full reintegration into international sport.
