It was Griekspoor's third ATP Tour and is first in two years as he got past the Frenchman in a tight tussle on the Spanish grass.
"It was super warm again. I guess when you have some nerves it feels twice as warm as it is,” the Dutchman said after his victory.
"I guess the wind was saving both of us a little bit. But it was hot, it was warm, such a battle. Happy with the result in the end."
Moutet was chasing his first title on the ATP Tour, and will rue the second set tiebreak as an opportunity he let slip.
Griekspoor took an early lead and never looked back, securing his victory in one hour and 56 minutes.
"I think I served great in the tiebreak. I served great all match,” Griekspoor said.
"He made it very, very difficult for me. But like I said, finals are not easy to play, but happy with the win."
It was the first meeting between the two, and the win will return Griekspoor to the world's top 30 on Monday, when he will land at No.29 having begun the weel at No.34.
