Antoine Semenyo also got on the scoresheet for City at Etihad Stadium as it ran riot against the Reds, who saw Mohamed Salah begin his farewell tour with a missed penalty in the second half.
It was an end-to-end start to the quarter-final, with Abdukodir Khusanov making a crucial block to deny Salah in the box before Rayan Cherki was let down by a poor first touch when being played through on goal by Bernardo Silva.
However, City made the breakthrough in the 39th minute from the penalty spot. Nico O'Reilly was bundled over by Virgil van Dijk, and Haaland sent Giorgi Mamardashvili the wrong way from 12 yards out.
City did not look back after taking the lead as Haaland doubled it on the stroke of half-time, heading in from Semenyo's cross before the winger scored five minutes after the restart with a dinked finish over the Liverpool goalkeeper.
Haaland completed his hat-trick in the 57th minute, converting from O'Reilly's cutback, and Liverpool's misery was compounded shortly after the hour mark as Salah saw his penalty saved by James Trafford after Hugo Ekitike was brought down by Matheus Nunes.
Liverpool has now lost 15 matches across all competitions this term, its most in a single season since 2014-2015, when the Reds lost 18 games under Brendan Rodgers.
Despite a promising start to its last-eight tie, which was goalless until the 39th minute, reds boss Arne Slot felt Liverpool's defensive struggles proved costly once again.
"I liked a lot I saw today [in the opening 35 minutes]," Slot said.
"We did a lot very well on and off the ball, generated some good chances. We kept them away from any danger. Until that penalty moment, there was a lot to like.
"The 20 minutes after, for what you can expect of a Liverpool team were far from good enough defensively.
"There are many reoccurring themes. One is that we miss our chances, one is, in general, we don't concede much but the few chances we concede go in.
"That is maybe due to how much we put in. We have to improve the box defending and that was also shown today."
Before Liverpool turns its attention back to the top-four race in the Premier League, it faces Paris Saint-Germain in the first leg of a UEFA Champions League quarter-final tie in midweek.
Dominik Szoboszlai sees that trip to Parc des Princes as the perfect opportunity to get back to winning ways.
"The fighting spirit wasn't there enough, the mentality wasn't there enough. None of us were there, to be honest, as much as we could be," the midfielder said.
"It's a hard time but we have to stick together. On Wednesday [Thursday AEST] there is another chance, but we have to get in our heads this is not how we would like the season to end."
