Top seed Svitolina saved four match points to defeat Ons Jabeur in Friday's last-eight tie, but had no such trouble en route to a 6-3 6-2 victory over Minella.
There was early hope for Minella when an early break and a consolidating hold saw her lead 3-1, but Svitolina responded in devastating fashion to win eight straight games.
From there it was a formality for the Ukrainian, who will now go in search of a fifth career WTA Tour title.
Awaiting in the final is Peng, who overcame birthday girl Lucie Safarova 6-4 6-2 in just over one hour and 20 minutes.
Safarova, who turned 30 on Saturday, failed to stay in the first set when serving at 5-4 down, and Peng broke twice in the second to seal an ultimately comfortable win.
