Medvedev triumphed 6-1 7-5, but the former world No.1 was booed after a tense moment midway through the second set.
Draper, serving at 5-5 and 0-15, briefly stretched his arms out wide during a rally after he thought Medvedev's forehand had gone long.
The rally continued for seven more shots before the two-time finalist netted a backhand.
Medvedev then asked the umpire for a video review to see whether Draper had been guilty of a hindrance, with the ruling going against the Briton and the point being given against him.
Medvedev will play Carlos Alcaraz for a place in the final after the Spaniard dealt with Briton's other hope, Cameron Norrie, in their quarter-final clash.
