The No.1 seed recovered from losing the opening set to prevail 1-6 6-4 6-3 in a little fewer than two hours.
Andreeva, who was looking to add to her Adelaide triumph at the start of the year, was slow out of the blocks, and 2023 champion Potapova broke her twice as she raced away with the opening set.
The two players exchanged breaks early in the second set, before the world No.10 claimed another in game five on the way to levelling and forcing a decider.
Breaks were exchanged again in the third set to leave it finely poised at 3-3. However, Andreeva broke again at the next two opportunities, while maintaining her own serve to secure the fifth singles title of her career.
Potapova was the first Austrian representative to reach the final in Linz, and converted all five break points she forced.
However, her 30 winners were countered by 42 unforced errors, seven more than Andreeva, who made 14 during a poor opening set.
Andreeva improves her WTA final record to 5-1, while she has won all nine of her matches against opponents outside the top 50 this year.
