In a clash lasting almost three hours, Ramos-Vinolas claimed three breaks and fended off four of his own in a 7-5 4-6 6-2 on the Ecuadorian clay.
Next up for Ramos-Vinolas is Italian third seed Lorenzi.
Lorenzi progressed to the final four after easing past Rajeev Ram 6-3 6-4 in the quarters.
Brazilian fourth seed Bellucci accounted for fellow seed Renzo Olivo 6-2 6-1.
Bellucci won all 18 of his first service points and did not face a break point against the eighth seed.
Standing in the way of Bellucci and the final is defending champion Victor Estrella Burgos.
After upstaging Ivo Karlovic, Estrella Burgos - winner of the tournament in 2015 and 2016 - saw off Federico Gaio 6-4 6-4.
